East Franklinton awarded the 2014 National Planning Excellence Award for Innovation in Economic Development & Planning by the American Planning Association.

East Franklinton, Columbus’s oldest and poorest neighborhood has been resuscitated and rebranded as the “Franklinton Arts District” and won the National Award for Economic Planning and Development. More importantly, the turnout for the annual two-day Urban Scrawl show the plan is succeeding in terms of real life on the ground. A more permanent sign of success is the presence of two facilities that serve as the anchors in this arts district: the Columbus Idea Foundry, a “makerspace,” with 200 members who get access to community workshop space with all the high tech and hands-on artistic tools; and 400 West Rich, home to art and design studios, an event and performance space, and Strongwater Food and Spirits.

The Columbus Idea Foundry, formerly the Franklinton Warehouse; and 400 West Rich, formerly B&T Metals, were environmentally contaminated properties languishing in disrepair. Without the innovative and cost effective property assessments and environmental remediation performed by PANDEY Environmental under Ohio EPA VAP regulations, these two properties would not be the hip art spaces they are today. Both properties achieved the highest clean-up standards and were awarded an NFA from the Ohio EPA which ensures they are environmentally safe for residents and visitors.

ArtPlace America grant landed by effort to create Columbus Idea Foundry HQ in Franklinton

A $350,000 grant kicked off renovation of the new Franklinton headquarters for the Columbus Idea Foundry, a community workshop seen as a key to redeveloping the neighborhood by investing in the creative economy.

U.S. ArtPlace America, a collaboration of 13 foundations and six banks, awarded a total of $15 million to 54 projects nationwide, including one to the nonprofit Franklinton Development Association for the Idea Foundry initiative. There were some 1,200 applicants.

Idea Foundry is what’s called a “maker space” for restoring the means of making consumer goods to small businesses and individuals. Members teach classes on topics from open-source computer programming to blacksmithing, rent studio space to run small companies and rent tools such as laser cutters and computer-controlled routers that would be beyond the budgets of tiny shops or hobbyists.

Prior to receiving the ArtPlace America grant, PANDEY Environmental, LLC secured a $200,000 Green Columbus Fund grant to access and remediate the site, facilitating this key development to the blighted Franklinton neighborhood.

Clean Ohio program worth its cost many times over, analysis finds

The Clean Ohio Fund appears to be giving the state its money’s worth, with a new study citing the economic benefits of the brownfield cleanup program.

A recent study by the Greater Ohio Policy Center said 21 Clean Ohio projects, including four in Central Ohio, produced $1.16 billion in one-time contributions to Ohio’s gross domestic product and $1.4 billion in annual contributions. That’s on $49.3 million in Clean Ohio grants that went to the projects.

Three of the four projects in Central Ohio profiled include the AC Humko, Gowdy Field and Kimball/Midwest projects. Combined, PANDEY Environmental, LLC was instrumental in securing nearly $10 million in grants, and the subsequent remediation which enabled the properties to be redeveloped. AC Humko, now known as “Harrison West” is a high end residential and condo complex on the banks of the Olentangy River. Gowdy Field, a former landfill is now the regional headquarters for Time Warner; the Stefanie Spielman Comprehensive Breast Center and Ohio State Universities Ear and Eye Institute.

If all 160 of the Clean Ohio-funded sites experienced the same level of success and failure as the 21 sites in the study, projected benefits to Ohio would be more than $8 billion in one-time and $10 billion in annual contributions to the state’s gross domestic product, the study said.

The fund has been an incredible asset to Ohio, Greater Ohio Policy Center Executive Director Lavea Brachman said in a press release. “We now have the facts to demonstrate that it reaps incredible dividends for Ohio’s taxpayers and communities.”

Businesses planned for former landfill

State grant would allow the county to clean up contaminated property.

SPRINGFIELD - A proposed site for a multimillion-dollar business complex is a closed landfill contaminated with methane gas, benzene, arsenic and other hazardous materials, according an environmental study obtained by the Springfield News-Sun.

But a local developer says he can turn the former city dump into a more than $100 million complex that will result in hundreds of jobs if Clark County is selected next month to receive a $3 million state grant to clean it up.

If Clark County is selected, the former Springfield City Landfill will join a growing number of landfills statewide that are being turned into parks, golf courses, shopping centers and other businesses.

Developing a landfill, however, costs millions and in some cases can be a risky business venture if precautions are ignored and construction goes awry.

"You need to make sure your buildings are stable. You have to make sure you're capturing explosive gases. If you haven't done those things, then you can run into a bunch of trouble," said Amy Alduino, Brownfield Coordinator for the Ohio Department of Development.

Interest in landfill commercial development has grown since the mid-2000s as land in urban areas became scarce, said Atul Pandey, president of Columbus-based PANDEY Environmental.

Ohio Shale Coalition Releases Impact Study of Development in the Utica Shale

The Ohio Shale Coalition recently released the results of a sponsored research study commissioned in August 2011 which focused on the economic impact and opportunities associated with the development of oil and gas resources in the Utica Shale. The six-month study was conducted by a team of researchers from Cleveland State University, Marietta College, and The Ohio State University.

Based on the results of their research, the study team is projecting the annual production of oil and gas from the Utica Shale will total $8.7 billion during 2012 through 2014. The oil and gas production will support or create 65,680 jobs generating an additional $3.3 billion in labor income in 2014. State and Local tax revenue is also expected to increase by $454 million by 2014.

Gowdy Field was a 19.5-acre unregulated landfill on a primary corridor along Olentangy River Road. In 2007, the Columbus Regional Airport Authority received a $3 million Clean Ohio Revitalization Fund grant to assist in the remediation and redevelopment of the site. Today, Gowdy Field is home to Time Warner's Regional Headquarters, a 160,000 square-foot building, and soon to be the home of The Ohio State University's new Eye and Ear Institute which will be 140,000 square feet.

The Best Site Redevelopment in a Major City Award recognizes a developer for the best redevelopment to have taken place on a Clean Ohio Revitalization or Assistance Fund project site within the city limits of Akron, Canton, Cincinnati, Cleveland, Columbus, Dayton, Toledo, or Youngstown. PANDEY secured grant funding and managed all environmental activities for this project.

Voter Renewal

Ohio voters passed the $400 million Clean Ohio bond issue ballot. The new program, similar to the original, will split the revenues: $200 million to preserve wildlife habitat & farmland and provide recreation opportunities; and another $200 million to clean up brownfields.

PANDEY has secured over $23 million in Clean Ohio Funds for our clients, in addition to funds from US EPA and other sources. We have also submitted applications for $4 million in CORF Round 12, with award announcements expected in May. To date, PANDEY has been successful in every Clean Ohio application submitted.

During the past 10 years, Circleville has lost 1,600 jobs because of layoffs and plant closures. About half the county's workers now commute outside the county for work, and 11.1 percent of families live below the poverty level. Nearly all of the 10 facilities that closed in the city during the past decade remain vacant or minimally used.

In April 2008, US EPA announced the award of two grants totaling $400,000 for environmental assessment activities in the City of Circleville. EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Circleville subsequently chose PANDEY as the environmental consultant to conduct assessments under this grant.

Chillicothe, Ohio siteLocated at the edge of Appalachia in southern Ohio, Chillicothe has its roots in agriculture and industry, and once was known as the white-paper-making capital of the world. Paper remains a key industry, but employment has dropped substantially. Several other large manufacturing businesses have either left the city or reduced employment. Many sites around the city have been used for dumping sludge and other waste from former industrial facilities.

In April 2008, US EPA announced the award of two grants totaling $400,000 for environmental assessment activities in the City of Chillicothe. EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Chillicothe subsequently chose PANDEY as the environmental consultant to conduct assessments under this grant.

Former Jefferson Smurfit Paper MillIn August 2008, ODOD announced $750,000 of financial support for environmental cleanup to be performed at the former paper mill site. PANDEY prepared and submitted this grant application in addition to conducting Phase I and II site assessment work. This cleanup will pave the way for construction of a corn-based dry mill ethanol production facility with the capacity to produce 60 million gallons of fuel grade ethanol and about 197 thousand tons of dried distiller's grains per year. The 26-acre site is located in Circleville, Ohio.

Jaeger Manufacturing/Union ToollIn August 2008, ODOD announced $750,000 of financial support for environmental cleanup to be performed at the former manufacturing site. PANDEY prepared and submitted this grant application in addition to conducting Phase I and II site assessment work. This cleanup will allow two industrial sites in Columbus's Downtown Arena District to be redeveloped into 243 residential units, 15,000 square feet of retail space and an accompanying greenspace. The project encompasses 7.7 acres.

Long-Term Groundwater Monitoring

In September 2008, Naval Facilities Engineering Command Southeast (NAVFAC SE) awarded PANDEY a five-year groundwater monitoring contract at solid waste management units (SWMUs) on the Naval Weapons Station in Charleston, SC. PANDEY will also perform monitor well maintenance activities at fifteen SWMUs located across the station. This is the second groundwater monitoring contract PANDEY has been awarded at this facility.

Brownfield clean-up puts expert in right place, right time, right industry

Sometimes, it is what you know and not who you know. Just ask Atul Pandey.

When Pandey came to the U.S. from India to get a graduate degree in engineering, he quickly dismissed mechanical engineering as a field of study believing that those projects can get overlooked in daily life.

He looked instead into environmental engineering because of the impact cleaning up contaminated properties can have on a community and his hunch that it could offer a long-term career.

"That made sense to me," the 37-year-old president of PANDEY Environmental LLC says. "You can have a positive change doing what I'm doing."

In August 2007, ODOD announced their financial support for Phase II activities to be performed by PANDEY to determine the environmental suitability of the property and the extent of remediation that may be necessary. The redevelopment of the property includes 250 apartments ranging in size from 500 to 1200 square feet. The main building on the property will be converted into a 325 car parking garage. The site is conveniently located close to the Arena District, the Lennox Shopping Center, and OSU and is adjacent to the Olentangy River.

In July 2007, the state awarded another PANDEY project in a struggling Columbus neighborhood the news their boosters wanted to hear: They'll be getting $3 million to clean up this old industrial site and clear the way for redevelopment. Mayor Michael B. Coleman called the project absolutely necessary to revitalize the neighborhood.

The former Techneglas plant on the South Side will be converted into a 46-acre business park that could employ up to 1,680 people. The developers plan to create a 1-million-square-foot complex of stores, offices and warehouses to be called TechCenter South. PANDEY will begin environmental cleanup and demolition in the fall.
